The model can act only inside the reviewed step. It cannot move the procedure past a human authority boundary.

The control-plane decision

Autonomy is the wrong architecture for validated work.

In regulated execution, the procedure—not a model—must determine what happens next, when human judgment is required, and what evidence closes the run.

Governance is the execution architecture.

These are not controls added after a model acts. They define what the Governed AI agent is structurally able to do.
